Abstract Taking up Pope Francis warning to urgently run a "True world political Authority", the author uses the "technique" of the Signs of the Times to present paths of political-institutional engeneering in the framework of a "political ecology" for the multilevel governance in the globalised world. Reference axiological paradigm is provided by the international law of human rights, which originates in the United Nations Charter and in the Universal Declaration of Human Rights. It is a deeply innovative law which introduces the word "brotherhood" in the international legal dictionary as well as in the political agenda carry out in the glocal space of human rights promotion and realisation. The author argues that this new law incorporates principles of universal ethics and induces all members of the human family to fully, "live" in common houses such as the United Nations Organisation and other legitimate international institutions. The word "brotherhood" is particularly usegul to redefine the statute of citizenship referring to the principle humana dignitas servanda est and to fibe way to the extension of the democratic practice from local communities up to the international santiaries of politics. Priority should be given to the United Nations democratisation as the premise for its strengthening. This is a crucial chapter of political ecology to pursue positive peace in the globalised world.
